    Where should I look first?
The hardware or the SQL server software.

    My configuration:
    - SQL 2K Server Standard + SP3a
    - Win 2K Server Standard + SP4

First try to tuning software, if after do all work you still have low performance may be is time to think in hardware.

BTW: Kindly don't duplicate post is hard to follow. I will delete the other one.

First, begin by taking a look at this website, especially this article series:http://www.sql-server-performance.com/sql_server_performance_audit.asp.

In most cases, about 80% of performance issues lay with application software, and 20% or so with hardware and the SQL Server configuraton.

Mainly go thru all the tips category in this website which gives you optimum information about Tuning, where no other site have this much information.
