Cannot install AWE hotfix for some reason into SP4

Hi, I tried installing the AWE hotfix KB899761 into my Win 2000 Advanced Server that is running SQL 2000 EE, and it did not install saying I didnt have the prerequisite.. which is SP4. I do indeed have SP4 installed but it just will not install no matter how many times I try to re-install SP4. Any thoughts? The box has 8 gigs of ram and SQL is consuming 4 gb (AWE is enabled), /PAE is switched on, no /3GB or locking memory to the domain account though as right now the 4 gigs is fine since Cold Fusion server also resides on it and the remainign 4 gigs is for that and the OS. But I want to move that (CF) off and run the box as a dedicated database server.. so I'd like 6.5 gigs of that issued to SQL.. but can't get it to take in the hotfix to make it version .2040.
    thanks in advance...

I think I found the issue... for some reason, even after installing SP4, SQL still thinks its a RTM version. So I am re-installing sql right now and tryign to reapply the SP4...
