    Where should I start to do DBMS tuning?
    and there is a method that can help me ... no matter what dbms is?

    Though this site is dedicated to Microsoft SQL Server, I would think that a lot of the troubleshooting methods described here apply to other DBMS as well, in a general sense.

    To excel in tuning, you need to make your fundas right.

    Learn about indexes and access paths. Also learn to analyze execution plan.
