can we dependably retrieve info like rows/rowcnt from it?

In sysindexes you can fin how many rows are in tables and index.
    Column rows has this information.

The information is not accurate at all times.

Use DBCC UPDATEUSAGE for correcting the same before using the data.

Can use sp_spaceused with @updateusage flag for updating the same.
