PDF/Excel Conversion Problem

Have a report with a header, body and footer that is in landscape mode.
Header has image logo and text boxes. Body has matrix and chart whose size
is dependant on data retrieved. Footer has text boxes.

When generated and viewed on the web, it is two pages and looks good. WHen
converted to PDF, the report is 8 pages: 3 pages of report and the rest are
blank. WHen converted to Excel, only formating text is exported.

1) What could be causing the blank page insertion in the PDF format?
2) How can the information be downloaded to Excel?
3) How can the conversion options be limited to just PDF and Excel?
