processor queue length?

    Hello All,
    I'm having slight confusion in interpreting processor queue length cos as per below articles it says that average processor queue length should be 2/processor. Now my query is we're having a 4 physical processor system i.e it shows 8 processors in task manager. So the ideal value for processor queue length should be 8*2 =16 or 4*2 =8.
