Is it safe to rebuild indexes on master and msdb databases using a maintenance plan? and how often should this be done?

both DBs haven’t user tables but sys tables only so no enough room to rebuild their indexes and in addition msdb is service SQL Server Agent service thereby it has nothing to do at all with performance of end users’ transactions.

The only case that can be helpful to rebuild indexes of msdb DB in particular when some other 3rd party tools are connected to your SQL instance like monitoring & auditing tools such as DLD (Deadlock detector ) where they create their own tables for recording some logs so rebuilding indexes of these tables can be useful to avoid any negative performance impact by these tools

Please let me know if any further help is needed
