   If I would like to restart the SQL server ,should i turn off replication
   first?
   
   If yes then distribution and then Log reader ?

   No need to turn off replication. It will sort itself out when the server restarts

   IF the MSSQLServer & MSSQLAgent services are stopped then no replication process will take place until they are back online without any problems.
   
   Keep an eye on SQL server error log for information.
