sql already installed customer need cluster

    I have a 2003 server running sql 2000 in production. Currently acquire another server and want to setup active passive cluster. Can I do this without affecting sql in production.

    No.

    You also need SAN available. Even with this you will then need create a cluster between the two which will incur downtime. You will then need to install a new instance of SQL Server - the virtual instance that will be on the shared resource (SAN). You will then need to move your databases to the virtual SQL Server.
    No way you can do this without downtime and proper testing.
