SQL Server Performance

SQL Server lock average wait time So high

    First, I'm not a DBA, I'm just a windows sysadmin, I'm monitoring some servers with SQL 2000, and lastly i'm facing so many notifications (alerts) about SQLHighLockWait (SQL Server lock average wait time has reached 6628).
    As we don't have access to a DBA guy, could you please provide me some advises to troubleshoot this issue? is it a risky issue for our applications?
    PS: our threshold for SQLHighLockWait is set to 1000, is it a good setting or should I change it.

    Is this a X64 bit processor and what is the memory on SQL Server?
    Also check for SP recompiles are high or low but what about compiles?
    Whereis tempdb located? Do you have multiple files for Tempdb?

    No it's not a X32 processor
    Tempdb is located on C:program FilesMicrosoft SQL ServerMSSQLData
    For ohter questions you asked me, as I mentioned before I'm not a DBA, and to answer them would you please tell me what shoud I do to get all these information for you?
