SQL Server Performance

SSRS performance issues

    I have added WorkingSetMaximum and WorkingSetMinimum to my report server Config as below:
    <MemorySafetyMargin>80</MemorySafetyMargin>
    <MemoryThreshold>90</MemoryThreshold>
    <WorkingSetMaximum>3145728</WorkingSetMaximum>
    <WorkingSetMinimum>1887437</WorkingSetMinimum>
    <RecycleTime>720</RecycleTime>
    <MaxAppDomainUnloadTime>30</MaxAppDomainUnloadTime>
    <MaxQueueThreads>0</MaxQueueThreads>


    How to make sure adding workingset Max and Min actually benefiting reports. shall i measure this change using Task Manager-->performance-->Resource Monitor ?
    When i run the report after config change, sometimes report performance increases but sometimes no improvement..
    --Could you please suggest some step to increase report server performance. I checked TempDB..its absolutely fine
