Workload Governor which limits the performance of the database system when more than 8 concurrent requests are made to the database. Notice that this is not the same as 8 users. It's possible to have hundreds of users in OnTime and never have 8 concurrent requests to SQL Server - however, the likelihood of running into this limitation increases as the number of OnTime users increase.
