backup maintenance problem?

Server: 9.0.2047 on Windows 2003 server with sp1 problem: creation of user db backup maintenance failed. How: tried to create UserDB maintenance plan, it includes, backup all UserDBs daily, and cleanup backup files older than 1 weeks, cleanup msdb history older than 4 weeks.
When trying to save the this maintenance, error poped up, maintenance plan creation failed. then refresh the system, found this UserDB plan I just worked on displayed there. So change the job owner to sa, run this maintenance job, get error. Guess it is because of the system confirguration, anyone met this before? Thanks!

In a word, the problem is when u create a new maintenance plan, you can not save it, schedule it and run it. error message, "creation of *** maintenance plan on target server was failed" Thanks.
