Begining a tuning

Where should I look first?
The hardware or the SQL server software. thanks! My configuration:
– SQL 2K Server Standard + SP3a
– Win 2K Server Standard + SP4

First try to tuning software, if after do all work you still have low performance may be is time to think in hardware. BTW: Kindly don’t duplicate post is hard to follow. I will delete the other one.
