Best Paging Procedure

I have very large table .I have to show the information from table to user in pages.
after filtering the data through where clause.suppose based on input condition 200
records are fetched and only records from 61 to 80 ,
no of pages and the no of records are to be shown .
Suggest the best procedure for it.
