Error While Creating Logins Under security tab

Hi, I am getting an error while creating a login under security. Error Desc:- Error 552:CryptoAPI Function ‘CryptAcquireContext’ failed.
I did re-install Sql 2000 twice but no luck on this. Could you give me a solution or throw more light on what’s happening. Thanks
