Inactive users

I am wondering how can inactive users can be a security threat for mission critical databases?How can we find and fix this issue.I cannot perfor m a security every now and then as this affect the db server adversly.Please some one throw some light on this topic.

Do u mean inactive users means users with sleeping status but then they have cmd with awaiting command. so can be a threat
