Licensing question

What kind of SQL Server licensing do I need for a standby server ? This server is not accessed by users and will be synchronizing databases from production server (via log shipping). It will be brought into production, only when production server is down.
For log shipping, you have to license all processors (if you are using the processor licensing model). The only time you can escape licensing is when you have an active/passive cluster. You can’t have anything running on the passive side. If you run anything at all, you must license the whole server. Microsoft has a whitepaper on this also if you go to the SQL Server section.
