Log shipping can’t be ship to secondary database

Hi.
i’m trying to log ship our production database to our development server.
We are using SQL Server 2005 workgrp edition with Service PAck 2 for both servers. After configuring log shipping on the primary database,i realised only the transaction log was backup on the primary database server folder but it did not managed to ship to the secondary database. Any idea how do i allow the secondary database to access the primary database folder and vice versa? I’ve already allowed SQL Agent on both servers to have access to their respective folders on their own server by adding them in the folder. Even the drives and folders have been shared out n a network path has been created eg:\SERVERBackup but still i can’t get the primary database to ship across the logs to our development server. Both production and development servers are on a work group level only,not domain. I hope there will be links and advices to fix this predicament i’m in.
