Login creation or DB restore to do first

Hi I am migrating a DB from sqlserver7 to sqlserver 2000(newly setup server) whether i should create the login first or restore hte DB first .or i can do either way . please advice

Apply the logins AFTER you restore the user databases, otherwise the default databases will be all messed up. MeanOldDBA
