Monitoring SQL Server Job Agent

Are there any tools available that will allow me to monitor Jobs within SQL Server without granting sa?

You can assign few permissions for that user in MSDB in order to monitor their own jobs, but for the jobs owned by SA can be monitored by only with SA privileges. Satya SKJ
