Package Confiuration User Envirment Variable

Even though I got this issue in SQL Server it is not a SQL Server question. I need to create a user envirment variable to store XML file path of the package configuration. How can I create a user envirment variable via bat file. PN If I use SET command it creates a system envirment variable
