RAID 10::Avg. Disk Queue Length

Specs: Dell PowerEdge 2950
Windows 2003 R2
SQL 2005 w/ SP1
6 – 146GB 15k RPM SAS Hard drives configured in a RAID 10 on a Perc 5/i controller.
4GB Memory When running some benchmarks against the SQL server, the avg. disk queue length goes from 0 to as high as 70 (usually hanging from the 0-20 range). With 3 disks RAID 0, the measurement should be 6 or less. What is the cause of this? The hard drives can’t go any faster, so would it be getting a better RAID controller instead of the PERC 5/i and if so, which one? Thoughts ?
