SQL 2000 setup on Windows 2003 Cluster

Windows 2003 Clustering with NO SP1
Same Hardware on both Nodes Problem Description: after loging to the Operating System at the console and trying to run the setup through the Autorun nothing happens, looking at task manager we can see the setup.exe process and all the other processes that comes along with the setup.exe but the setup screens are missing
When trying to install the SQL 2000 through terminal sessoin without the /console everything is going fine and we see all the setup wizards so we can install the SQL on the cluster nodes
When trying to install the SQL 2000 through terminal session with /console (connecting to session0 of the server)again we cannot see the wizards of the setup of SQL 2000 It seems that the only option of installing SQL2000 is through terminal services Does someone has a clue what is going on ???
Do you have terminal services in Application Mode?
It must be in Adminsitrative mode to install any application.
