SSRS 2005 installation fails

I’ve tried 10 times to add SSRS to a current instance of SQL Server and it fails every time. I’ve tried running the setup and I’ve tried just running the Sqlrun_RS.msi, they both failed.
In the event viewer I get Installation failed Event ID: 11708.
