Upgrade SQL 6.5 on NT 4 to SQL 2000 on Win 2003

I have two SQL 6.5 on NT 4 servers: one production and one hot backup (By restoring transaction log from the production); and I need to upgrade to sql 2000 on windows 2003 server and having the same architecture: one production and a hot backup server. What steps should I take in order to achieve this?
Should I first upgrade SQL 6.5 to SQL 2000 and then the OS from NT 4 to Windows 2003, or first OS and the SQL?
Refer as follows:
On the production server fresh install of Win2K3 & SQL server with required service packs.
