What is DiagnosticMan?

I see an application DiagnosticMan in the Process Info of Current Activity. Does anyone know what it is?

Is a very good tool.
To me, the most importants features are: 1) Run on PC as service.
2) You have all counters.
3) Keep up to one year all counters, so you can know if CPU is growing, disk i/o, etc. Wonderfull tool.
