Windows 2003 x64 R2 w/ sql 2005 developer edition

We have a server with 32GB RAM and four 2.2GHZ dual core intel processors running SQL Server 2005 Developer Edition and little else. It would appear that the SQL process is using very little of the available memory (less than 1GB). Full Text queries using FREETEXTTABLE and CONTAINSTABLE run rather slowly. How can we get SQL to use most of the available RAM? What performance tips should we be considering? The whole purpose of buying this server was to see if we could improve performance of the database but so far the speed difference b/t this server and our 2GB RAM DB server is minimal.
