full scans/sec & index searches/sec

I have been monitoring the performance on my server using perfmon and profiler. I am trying to find the cause of our performance problems. I believe we may have an indexing problem. In perfmon I am seeing that there are about 2700 full scans/sec and 3300 index searches/sec. I am thinking that my full scans should be much less than the index searches and they are not. Is this truly the case? I am calculating this out to be 45% and higher of the scans are full scans. Does anyone have any suggestions on what values I should be looking at as normal or preferred for these two counters?
