How can I Automize flat file transfer….!!!

Hi Gurus, I have a flat file with around 150,000 rows in c root drive. How can I Import
the data in the Database Table(Without Enterprise Manager).Also I would like
to automize this by Scheduling a Job. Please let me know any URLs for this information.
