Security Probelms

Hi On "Site Settings" –> "Configure site-wide security" –> I have Assigned to UserA SystemAdministrator and Removed all other Roles. I have also removed every Group or User of the Home Dir ofhttp://server/Reports UserB can now navigate to the Home Dir and can set enough access-rights to himself to see the report. what i make wrong? thanks
