SQL Server Agent Error 22022: SQLServerAgent is not currently running so it cannot be notified of this action

Hi everybody,
First my SQL Server Agent XPs disabled
So I used the below URL and run the command and get it enabled.

Then I Right Click Jobs in Sql Server Agent and created New Job with Name CommissionCalculation and Category as DataBaseMaintenance. In the step I created new StepName as CommissionCalculation In the Command I gave EXEC sp_Commission and the database as TEST
In schedules I gave name as CommissionCalculation schedule type as Recurring. Then I give when to run and gave Ok .

When I right click CommissionCalculation and gave Start Job I got this error.
Error 22022: SQLServerAgent is NOT currently running so it cannot be notified of this action
