Severity level:
16.

Description:
This error message appears when you try to create a database, but the CREATE DATABASE statement cannot successfully be finished.

Consequences:
The T-SQL statement can be parsed, but causes the error at runtime.

Resolution:
Error of the Severity Level 16 are generated by the user and can be fixed by the SQL Server user. The statement cannot be executed this way. You must correct the option or parameter, which caused the error.

All versions of SQL Server.

Remarks:
In the above example we try to create a database with the size of 0 for the data file. This raises the error.
